"Shall this territory described as all of Sections 1, 2, 11, 12, 13, 14, 23, 24, 25, 26, 35, and 36, in Township 2 North, Range 6 West of the Third Principal Meridian, St. Clair County, except any portion within the municipal limits of the Village of Summerfield, and also all of Sections 1 through 36 in Township 2 North, Range 5 West of the Third Principal Meridian, Clinton County, be organized as the Sugar Creek Emergency Services District and shall the District be authorized to levy and collect a property tax not to exceed .40% on the property situated in the District?"
